GIPANC

Established on April 11, 2013, in Nouméa by the founders of UMEP, GIPANC (Gestion Informatique Portuaire et Aéroportuaire de Nouvelle-Calédonie) brings together all private stakeholders in the logistics chain: shipping lines, cargo handlers, stevedores, freight forwarders, carriers, movers, importers, and exporters. It also maintains a close working relationship with the port authority and customs services.

The Digital Heart of the Port: Ci5 Nouvelle Génération
GIPANC is responsible for steering, operating, and developing the Cargo Community System (CCS) Ci5 Nouvelle Génération. Deployed in 2022, this digital platform has become the central hub of the port community. Acting as the backbone of documentary exchanges, Ci5 structures, orchestrates, and secures the management of cargo flows for both imports and exports.

Missions and Support
Its mission is to modernize, harmonize, and secure information flows among all stakeholders in order to enhance fluidity, traceability, and overall performance. In this context, GIPANC supports the digitization of procedures, provides ongoing technical support to users, and ensures compliance with current regulatory standards.

Beyond this technical role, GIPANC performs a key function in coordinating and engaging the port community, ensuring the coherent organization of exchanges and the seamless alignment of each stakeholder’s role.

Key Achievements and Interconnections
Among its landmark achievements are:

  • Documentary Simplification: Introduction of the transport order (commande de transport) as the single port document for all entries and exits at the Nouméa terminal.
  • System Interconnection: Successful integration with private operators’ tools as well as two institutional pillars:
    – The VIGIE system of the Port Autonome de Nouvelle-Calédonie (for port call management and statistics).
    – The SYDONIA WORLD customs system, enabling direct customs clearance based on manifests integrated into Ci5.

Today, Ci5 stands as the sole platform for maritime manifest management in New Caledonia, fully contributing to the modernization, performance, and competitiveness of the local port economy.
